The Cabinet of Ministers of Ukraine has initiated changes to the regulatory framework for subsoil use, which provide for the expansion of the list of areas of strategic and critical importance that can be granted through the sale of special permits at online auctions held by the State Geological Service. According to Liga Zakon, the draft resolution, published on 7 March 2026 for discussion, aims to attract investment in the extractive industry and integrate Ukraine into European supply chains for critical raw materials in accordance with Regulation (EU) 2024/1252.
The updated list will include the following objects:
- Malyschevka deposit (Motronivska-Annivske and North-Western sections) – Dnipropetrovsk region;
- Valky-Gatskivske deposit – Zhytomyr region;
- Mezhirichne deposit – Zhytomyr region.
Liga Zakon notes that for potential investors, the draft resolution of the CMU clarifies the financial conditions for participation in auctions.
The adoption of the act is expected to increase transparency in the subsoil use sector and meet the national economy's needs for critical raw materials. According to forecasts, the total amount of budget revenues from the sale of special permits in 2026 could reach approximately UAH 786.5 million.
