The EBA and the Ukrainian Geological Survey and Subsoil Resources discussed key areas for the development of subsoil use in Ukraine

The European Business Association’s Subsurface Use Committee held a working meeting with the leadership of the Ukrainian Geological Survey, focusing on current issues relating to the regulation of the sector. The participants discussed improvements to legislation, the development of geological exploration, the digitisation of administrative procedures, the conduct of auctions and the creation of favourable conditions for attracting investment into the subsoil use sector.


The parties focused primarily on improving the regulatory environment, increasing the transparency of public administration and enhancing the investment climate.

During the meeting, participants discussed the automatic extension of deadlines for the implementation of work programmes, the improvement of state geological oversight, the revitalisation of auctions for special permits, the digitalisation of administrative procedures, and the enhancement of transparency in the approval of work programmes. Particular attention was paid to the need to update the regulatory framework, develop the market for by-products of extraction, as well as to resume systematic geological exploration work and implement the National Programme for the Development of Ukraine’s Mineral Resource Base.

Following the meeting, representatives of the Ukrainian Geological Survey and the European Business Association agreed to continue working together to prepare regulatory changes, remove administrative barriers and create more transparent and predictable conditions for the development of subsoil use and the attraction of investment.
