The Cabinet of Ministers of Ukraine has adopted the Resolution "On the Approval of the Lists of Minerals and Components of Strategic and Critical Importance and the Lists of Subsoil Areas (Mineral Deposits) of Strategic and/or Critical Importance."
The Resolution approves:
- The List of Minerals and Components of Strategic Importance, which includes 11 minerals: bauxite, beryllium, copper, nickel, niobium, strontium, tantalum, titanium, uranium, zirconium ores, and fluorspar.
- The List of Minerals and Components of Critical Importance, which contains 28 minerals, including those of strategic importance: bauxite, beryllium, nickel, niobium, strontium, tantalum, titanium, uranium, zirconium, vanadium, bismuth, tungsten, gallium, hafnium, indium, lithium, arsenic, copper, tin, rare earth elements (yttrium; lanthanide group metals), lead, scandium, antimony, tellurium, cesium, zinc, fluorspar, and potash salt.
- The List of Subsoil Areas (Mineral Deposits) of Strategic and/or Critical Importance to be granted for use through auctions (electronic bidding) for the sale of special permits for subsoil use.
- The List of Subsoil Areas (Mineral Deposits) of Strategic and/or Critical Importance to be granted for use through a production sharing agreement (PSA) tender procedure.
Ukraine is demonstrating openness to investors interested in the extraction and processing of critical and strategic minerals. The adoption of this decision is an important step for the development of the extractive industry as a whole. Its implementation will lay the foundation for advancing industries that ensure the country's technological sovereignty and economic resilience.
