Subsurface resource use during wartime: results of the EBA survey

The European Business Association has presented the findings of a study entitled ‘Subsoil Use in a State of War and Prospects for Development’, which was conducted amongst industry representatives. Businesses continue to invest in Ukraine’s subsoil resources, but expect the state to streamline regulatory procedures, improve access to geological information and ensure more effective engagement with the authorities.


Among the top priorities for reform, survey participants cited simplifying access to land plots (74 percent) and environmental impact assessment procedures (64 percent). 66 percent of respondents reported pressure from law enforcement or regulatory bodies, whilst 84 percent supported the regulation of auctions for special permits involving a single participant.

At the same time, 62 percent of those surveyed consider the availability of geological information to be insufficient for making investment decisions. Among the main incentives for the sector, businesses highlighted the simplification of land allocation procedures (66 percent), the simplification of environmental impact assessments (57 percent) and insurance against war risks (51 percent).

The war continues to have a significant impact on companies’ operations: 35 percent of enterprises have suffered losses in production capacity or infrastructure, whilst the main challenges remain the mobilisation of key staff and staff shortages (72 percent), corruption (52 percent) and problems with energy supply (37 percent).
