Procedure Approved for the Use of State Budget Funds to Implement the Ukraine–US Agreement

The Cabinet of Ministers of Ukraine has approved the Procedure for the use of state budget funds allocated for the implementation of the Agreement between the Government of Ukraine and the Government of the United States of America on the establishment of the American-Ukrainian Reconstruction Investment Fund


The Cabinet of Ministers of Ukraine has approved the Procedure for the use of state budget funds allocated for the implementation of the Agreement between the Government of Ukraine and the Government of the United States of America on the establishment of the American-Ukrainian Reconstruction Investment Fund.

The relevant Resolution No. 202, dated 16 February 2026, was signed by Prime Minister Yuliia Svyrydenko.

The Procedure establishes the mechanism for allocating budget funds to meet Ukraine’s international obligations related to contributions to the American-Ukrainian Reconstruction Investment Fund. The Ministry of Economy of Ukraine has been designated as the chief spending authority, while the State Organization “Public-Private Partnership Support Agency” will act as the recipient of the funds.

The allocated funds will be used to make the matching term contribution and other contributions to the Fund in accordance with the relevant international agreements. Transfers will be carried out by the Agency through accounts opened with the State Treasury to the Fund’s hryvnia account held with a bank operating in Ukraine.

The Procedure also sets out the rules for budget execution, accounting, reporting, and oversight to ensure the targeted and efficient use of public funds. The Agency will report to the Ministry of Economy on a quarterly basis.
