The relevant draft resolution of the Verkhovna Rada on the Programme of Activities of the Cabinet of Ministers has already been submitted to Parliament. The document sets out a number of objectives in the field of subsoil use for 2026–2027.
The Ministry of Energy is tasked with establishing strategic natural gas reserves in 2026 and increasing gas production in 2026–2027. The Ministry is also responsible for ensuring the stable operation of state-owned coal enterprises and implementing reforms in the coal sector.
Production sharing agreements (PSAs) represent a separate area of focus. In 2025–2026, the Government held a tender for the Dobra area in Kirovohrad region, involving lithium and other metallic minerals. Preparations are also underway for tenders for PSAs covering four uranium ore deposits in Mykolaiv and Kirovohrad regions.
At the same time, the Interagency Commission on PSAs is considering applications for the conclusion of agreements without competitive tenders for graphite and iron ore deposits that have already been granted for subsoil use.
As for the coal sector, the Ministry of Energy is preparing state-owned mining enterprises for transfer to the State Property Fund and subsequent privatization. Meanwhile, Ukraine’s gas production sector continues to operate amid wartime risks and regular attacks on its infrastructure, while sanctions imposed on certain companies have affected production volumes and tax revenues.
