Government Approves Resolution Updating the Classification of Mineral Reserves and Resources of the State Subsoil Fund

The document presents the Classification in a new edition, clarifying the criteria for assessing mineral reserves and resources, their accounting, as well as requirements for geological exploration and preparation for industrial development


On 25 September, during a government meeting dedicated to environmental protection and natural resources, the Cabinet approved Resolution No. 1197 “On Amendments to the Classification of Mineral Reserves and Resources of the State Subsoil Fund.

The resolution aligns the national system for estimating and accounting reserves with the United Nations Framework Classification for Fossil Energy and Mineral Resources (UNFC/2019). This approach is applied in European Union countries and is mandatory for assessing strategic projects under the EU Critical Raw Materials Act.

The resolution establishes unified principles for geological and economic evaluation and state accounting of reserves, depending on their socio-economic and industrial significance, the level of geological knowledge, and the readiness of deposits for industrial development. This creates conditions for re-evaluating strategic and critical raw materials according to investor-friendly standards and enables more efficient preparation of assets for auctions and production-sharing agreements.

The government’s decision also ensures compliance with Ukraine’s international obligations, including:

  • The State Program for the Development of the Mineral Resource Base (Law No. 4154-IX, 18 December 2024)
  • The Plan for Managing Critical Raw Materials
  • The Agreement between the Governments of Ukraine and the USA on the Creation of the American-Ukrainian Investment Reconstruction Fund (Law No. 4417-IX, 8 May 2025)
